`make-help-screen' inconsistency

In GNU Emacs 21.1.1 (i586-pc-linux-gnu, X toolkit)
`make-help-screen' is missing the line concerning C-h d
(`describe-function'). Is it deprecated in favour of C-h f?
BTW, C-h D is also bound to `describe-function'. Is this a bug or
feature? I would to use C-h D for some other purposes, but I don't
want to be in conflict with standard key bindins.
