There's already a variable disable_mouse_highlight in xterm.c,
w32term.c, and macterm.c (used while debugging Emacs), so all we need
is a Lisp binding for it.
(Ever since I saw that variable, in Emacs 19, I always wondered why
there was no such binding provided to begin with.)
