I guess you will have to sign a copyright assignment paper for that to
be included in Emacs. I can change the default input method. It is

I couldn't find a form for copyright assignment neither in Emacs 21 distribution nor in comp.emacs.* archives. Where i can find one? Where to send it to afterward?

currently cyrillic-translit-bulgarian, because that existed in Emacs
20 -- for Bulgarian when it's included.

I would suggest future `cyrillic-translit' to be with the modification of `cyrillic-translit-bulgarian' applied and the latter to disappear. It could be used by people who write bulgarian e-mails with latin letters for kick start (phonetic input method is not so obvious as translit input method but each letter is one keypress and a *lot* of people know it).

It isn't normal to provide environments for different input methods,
but I don't think there's a good (obvious) way for users to customize
language input methods. (Probably Custom could put something on the
appropriate hook).

This is the same problem as having 2 Cyrillic-* language environments that differ only in coding system, isn't it? Probably the ability for a language environment to have two or more selectable coding systems/input methods can solve such cases but it sounds complex. Having two Bulgarian language environments sounds good to me but you Emacs people decide.
