Emacs 21.1 "Fringes" feature

configured using `configure  --prefix=/usr'
Important settings:

Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

You should allow the "fringes" on the sides of the frame to be turned
off.
They don't always provide very useful information, if any (for instance,
if
you usually use word-wrap mode, or type in code where you manually limit
things to 80 columns anyway), and they cause the frame to take up extra
horizontal space that can be inconvenient if you like to have two frames
open
side by side on the screen.

Similarly, the scrollbar, which can be quite wide in the Lucid UI (much
more so than in the old Athena UI), should be customizable to be
narrower.
