Please describe exactly what actions triggered the bug
and the precise symptoms of the bug:

emacs -q
M-x speedbar

move the mouse to the speedbar frame and click the middle button on an
highlighted "+", then the cpu usage becomes very high, and I can see
both frames flashing.  This will happen even "+" belongs to an empty
directory, i.e. it has nothing to do with the directory content.
Rather, I suspect this is caused by "bogus" mouse-movement events.
Even I don't move the mouse, M-x describe-key will return immediately
reporting the binding of <mouse-movement>.

OTOH, as soon as I move the mouse outside of the speedbar frame, the CPU usage
drops down.  Now moving back to the speedbar frame again won't raise the CPU
usage, until the next time I click on an item.
