VC problems

emacs 20.7 and 21-pretest.

usually I use VC when working with a single file and PCL-CVS when
dealing with multiple check-ins.
Since they do not quite work together (VC backup files are not removed
on check-in by PCL-CVS), I tried M-x vc-directory RET and discovered
that

 - it does not support font lock and mouse
        [not a bug, just a missing feature]

 - it shows _all_ files as modified (on win32) [maybe it judges whether
   the file has been modified using CVS/Entries instead of `cvs up`?]
        [IMHO this is a bug]

 - it does not auto-update the vc-dir buffer when I modify and save a
   file (pcl-cvs does!)
        [not a bug, just a missing feature]
