movemail documentation

Since movemail is a standalone utility distributed with Emacs, its Info
documentation should be split into 2 nodes, 1 describing its command line
interface for general use and 1 describing how to configure Rmail to use it.

It'd also be nice if there was a man page for movemail.

rmail: ``\c-h i m emacs <ret> i movemail <ret>''.
vm: ``\c-h i m vm <ret> i movemail <ret>''.  the value came from the
discussion for rmail-preserve-inbox.
