Yes, the longer name overflows the 100-char limit of file names in tar
entries, and so it uses an extension to store a long name.
This problem appears to be already fixed in the current development
sources, so the next release will be free from it.

If you need to handle such archives now, I could try sending you the
latest tar-mode.el, in the hope that it doesn't depend on other new
features introduced into Emacs since v20.7 was released.
