I'm not sure what you're referring to exactly.  But the .el, .elc and binary
executable files are usually kept synchronized fairly well by package
managers such as RPM and if not, things tend not to work anyway because
the path for those files includes the version (see, you don't even need to
look at the file to know from which revision it comes).

As Eli pointed out, I can't remember of a single such false bug reporting.
But maybe that's just because in most cases an Emacs-20.3 .el or .elc file
will work just fine with Emacs-20.7, so the bug reported will probably
be just as relevant.
The more common problem of inconsistent .el and .elc files is due to people
installing patched versions in their home (or site-lisp) (or similarly of
people not removing packages from their home when the package becomes
bundled with Emacs).
