I think what he meant to ask is what purpose is served displaying the
menubar in text-mode.

M-` or F10 invokes the menu whether it is displayed or not and the
menu display is not a "true" drop-down implementation either (I'm not
complaining; I'm just observing) so what is the point of displaying a
menubar if menus do not drop-down from it?
