It only seems to look for book.dat in the current directory.
Wouldn't it be better to place it in some share directory?

Also, why don't you run book add book.pgn, and place that in
book.dat yourself, so we don't have to run it?  Btw, the
documentation speaks about "book create book.pgn", which doesn't
seem to do anything at all.

Is it normal that it finds illegal moves while adding it?

It would also be nice that you had a package that didn't include
the book.pgn, 31 MB is rather large. (It only was 22 MB when I
used bzip2 tho.)
