I'm sitting behind a http proxy trying to grab tla.

webdav error: Could not connect to server: Network is unreachable



I've done some debugging and it seems that the problem is

that the code uses getenv("http_proxy") but then modifies

the string. Next time through, the code can't find the 

proxy port number.
