Summary: http_proxy env variable gets modified first pass, code fails second

Original Submission:

I'm sitting behind a http proxy trying to grab tla.

address@hidden > tla build-config emf.net/devo.tla

* from archive cached: address@hidden/package-framework--devo--1.0--patch-8

* patching for revision: address@hidden/package-framework--devo--1.0--patch-9

* patching for revision: address@hidden/package-framework--devo--1.0--patch-24

* making pristine copy

webdav error: Could not connect to server: Network is unreachable

I've done some debugging and it seems that the problem is

that the code uses getenv("http_proxy") but then modifies

the string. Next time through, the code can't find the

proxy port number.
