Summary:  all files should be treated as source when there's no tree root

Original Submission:  <walters> tomlord: so tla mkpatch seems to use the 
default inventory regexps even when no {arch} is present

<walters> tomlord: this makes it difficult to use as a generic changeset tool

<walters> since the default regexps ignore dotfiles, for example

<walters> or at least i think that's the problem

<tomlord> it has to use _some_ default, of course -- but there's no problem 
with making a different one for that purpose.
