Yeah, it's definitely not a bug, and indeed it's very useful behavior (I've 
already used it in at least one shell script).

Summary:  what-changed's exit status is 1 if changes are found

Original Submission:  what-changed gets its exit status from 
'arch_any_changes()'. This means what-changed exits with status 1 anytime there 
are changes, and with status 0 when there are not.

Why is this a bug?   It makes what-changed

similar to diff.
