patch-16 should correct the behaviour mentioned in thread "File not

present?". It is done by changing directory (safe_chdir) to tree root

and calling arch_inventory_tag on the (tree-root-) relative file

location, prefixed by "./", so that generated pseudo tags for untagged

files match those previously computed by arch_source_inventory.
