Summary:  Add '--tag TAG' option to the ' tla add-tag' command

Original Submission:  Currently, 'tla add' autogenerates an explicit inventory 
tag and adds it to the file.  It is useful to allow the user to specify a tag 
to use instead of the autogenerated tags.  This is especially helpful if the 
user is trying to track changes or renames of binary files from a non-arch 
project.
