Problem with installation

Hi,

The administrator of the network I use installed gnats v 4.0 beta 2 as
written in the manual on your website.

However, the file send-pr.conf wasn't created.  I looked over message
boards and this question came up but no reply was made.  Do you know 
how I can create this file, or is reinstallation necessary ?

I also had some question regarding the use of gnats in general:

1.  How can I use it on local machines (there is a section in the manual
that says you need to copy and alter the send-pr.conf file, is this true
?)

2.  Does the gnats daemon create new ids on 'send-pr --request-id' or is
it the responsibility of the administrator to create it once an email is
received. If so then how is this done (not in the documentation).
