RFE: send-pr templating

	send-pr would be enhanced significantly if it could pick up 
default values for specific fields from a file, such as ~/.send-pr. 
I'd like to specify my preferred email address on From: and Reply-To: 
lines, and perhaps Organization:, so I don't have to fix them on each 
PR I file (normally against FreeBSD, which uses GNATS & send-pr 
3.113).

	Additionally, it would be helpful if I could set defaults for 
other fields, like Category (usually docs for me), Class (normally 
doc-bug <[ sw-bug | doc-bug | change-request | update | 
maintainer-update ] (one line)> for me), and Severity (normally 
non-critical for my bug reports).

	Alternatively, it would be helpful if I could specify a full 
template file, although in this case I'd have to be sure not to lose 
sync if the bundled template was changed.
