The "send mail to interested parties" mailto link does not work quite as it 
should in MSIE. The View PR URL that is supposed to appear in the body of the 
message created by the mailto link lacks the option part, i.e. everything after 
"gnatsweb.pl".

Essentially encode the body value of the mailt URL twice for MSIE. Will require 
some fiddling with the encoding of & and ?, though.
