Is there a way to deactivate the sending of e-mail messages to the responsible when we change the responsible in a PR?

Hi,
when I edit with TKGNATS a PR, change the responsible, and do save and enter
the reason and click OK, my window freezes for a long while until I get the
window message:
SMTP error sending RCPT TO:
<Email address of the new responsible>
550 5.7.1 <Email address of the new responsible> ...
Relaying denied.


Since I am not being successfull in getting to send messages, I would not
mind de-activating this behaviour so that at least I do not have that error
everytime I change something in the PR that needs to be notified. I tried
setting the value
NOTIFY to be 0 within the config file in gnats-adm but that does not work.
Does anybody know how to de-activate the behaviour?
