Contributions to the GNU gettext projects need to be under GPLv3+, with 
copyright
papers exchanged with the FSF.

As a language documentation, this is a bit scarce. It's likely that you will
need to dig deeper, in order to understand what to do for the steps 1 to 9
mentioned above.
