GNU packages are published as tarballs, precisely so that you have a simple
and package-independent way to build it. You chose to ignore that and instead
build from git instead. As a consequence,
1) you are in an unsupported situation,
2) you need to a package-specific build recipe.
Nevertheless, here is a hint: Look at the CI recipe at
https://gitlab.com/gnu-gettext/ci-distcheck/-/blob/master/.gitlab-ci.yml does
it.
Additionally, you are in an unsupported situation also because you apply tools
like 'elibtoolize' and patches such as 'as-needed.
