Asan finding in GetText 0.20.1

Hi Everyone,

I'm testing libxml2 under Asan. To properly test with Asan, libxml2
and all of its dependent libraries must be built with Asan. That leads
to GetText...

I'm working on Ubuntu 18.04 fully patched with GCC 7.4.0. It looks
like GetText 0.20.1 has a memory error:

    $ make check
    ...
    SKIP: lang-vala
    PASS: autopoint-1
    PASS: autopoint-2
    FAIL: autopoint-3
    PASS: cldr-plurals-1
