Is the policy that it should have a manual page in the .1 section, or
in _some_ section?

We could add a man page gettext.sh.3. But I would be opposed to a man page
gettext.sh.1.
"intentionally executable" is not exactly right. It's executable because
the Filesystem Hierarchy Standard requires so.
