I was pondering on this part; is the above comment no longer true with
the latest automake?  If so, do you know which automake version fixed
the issue?

This part of the change is a couple of years old now so it’s not fresh in my mind, but I do think that the idea was to have $(srcdir)/stamp-vti depend on $(gettext_TEXINFOS) and this is just another way of doing it.
