Actually, that variable is set to 'yes' in po/Makevars.template, which
is installed by autopoint:

However, if you request a gettext infrastructure of version '0.19',
po/Makevars.template is not upgraded. That was a mistake in the 0.19
release process, and it could be fixed by requesting a newer gettext
infrastructure version, i.e., 0.19.1 or later.
Maybe we should fix it in the bundled archive.dir.tar, as people tend to
omit the teeny version.
