That's great, thanks! I'll merge it back at some point in the future
(glibc is in freeze right now).

I reverted this commit:

Make absolute pathnames inside $LANGUAGE work.
It causes localedata/tst-setlocale3 to fail and it seems like it could
be quite a significant change in functionality which I am not sure of
the reasoning behind.
