[bug-gettext] 0.18.2-rc3

Hi,

I've uploaded a new test tarball:
http://alpha.gnu.org/pub/gnu/gettext/gettext-0.18.2-rc3.tar.gz

It includes the change not to use deprecated AM_CONFIG_HEADER macro[1],
W32 build fix[2], and a fix for bootstrap error in hello-c++-kde[3].
I decided to postpone other non-critical patches until post-release (and
also ignore Mac OS X test errors this time).

Hopefully this will be the final test release.  If no more critical
issues come up, I'll release it as 0.18.2 on the next monday (Dec 24).

[3] I sometimes get "checking for X... configure: error".  This is
    apparently wrong, as X shouldn't be required to generate pot.  Just
    pushed a fix:
