checked flag would move PO format into a new terrain, that of translation
quality assurance. I personally do not think it should go there, that it
would be a bad design. For example, in my eyes, checked flag alone is too
coarse-grained to be useful. And everyone has an opinion on what would be
useful. So desired QA workflow should be wrapped around PO files, rather
than mixed inside.
