[bug-gettext] gnulib HEAD patch

Bruno, Cygwin/MinGW maintainers:

The attached patch updates the local gnulib context diffs relative to 
gnulib's HEAD from Monday (05 March). I'm currently trying to identify a 
cross-compile issue on MingGW-w64 with GCC 4.7.0; these were the changes 
I had to make to the gettext source in order to get autogen.sh to 
complete cleanly.

Note that for MinGW-w64 (64-bit MinGW), it's necessary to do both an 
out-of-source tree build using a cross compiler.
