SIGINT passes through to program

I've run into a problem that I think is with GDB.  In HPUX 11,
I can't get gdb to stop passing SIGINT through to the program
bring debugged no matter what the settings are for the signal.

Since graphical debuggers like DDD use SIGINT as a way to pause
gdb to get info from the running program, this means that DDD is
very broken on my HP.

Can anyone tell me how to get the normal behavior?
