Ciao,
yes it is normal, the man pages will not be maintained anymore. I
decided to don't include them in the released package, the official gnu
documentation format is texinfo.
Though they are still present on the git repository:
http://git.savannah.gnu.org/cgit/gcal.git/tree/doc/en/man
