[Bug-gcal] gcal help/version

Hi Giuseppe,

Thanks for the new gcal release.  That's great.  I noticed a couple
admin-type things:

- the output for --help and --version has not been updated.
  Nor the NEWS file.
- please make a news item in the savannah project, so the good news gets
  on planet.gnu.org.
- please upload a .tar.gz along with .tar.xz.  xz isn't universal enough.
