Thanks for the report.
Hmm, INSTALL was removed from source control because it is generated
by autoconf [1], i.e., it well exists in a distribution tarball, but
not in development environment.
Therefore, I thinks it's okay to be mentioned in README - if it
was in README-hacking, then I would agree that this sentence should
be removed.
Thus, I'm closing this bug as such in the bug tracker. Of course,
you can reply to it if you want further discussion on this (and we
may even re-open the issue if needed).
