Some fixes lost in rel-4-2-fixes branch

Hello,
Some fixes seem to have got lost when rel-4-2-fixes ws branched, e.g.
this change:

        Use the new normalize_dir procedure throughout.

        * locate/testsuite/config/unix.exp: Move the normalisation into a
        procedure.  Don't rely on the "file normalize" command being
        available (it's new in Tcl 8.4).

is still documented in ChangeLog but is missing in branch.

I simply know of this one because somebody reported a testsuite
failure with tcl8.3, and I found that this was supposed to be fixed
according to Changelog.
