Based on the code, it tries to make the scaled pages have the same
aspect ratio they would have in 1up. That works well for 4up, 16up,
et cetera, and also for odd powers of two when the paper has a sqrt(2)
aspect ratio, like the ISO paper sizes.
For paper sizes like US Letter, though, it ends up with extra white
space which it cannot use.
Fixing that would require refactoring the nup code.
I cannot predict how long it would take to do so.
Patches, of course, are always welcome, whether a refactoring or a doc
patch to ensure that those details are explained.
