[bug-diffutils] [PATCH] maint: remove inclusion of unused header, for "make syntax-check"

gnulib's latest maint.mk pointed out two unnecessarily #include'd files.
It *is* still used (only in cmp.c), so there's no need to remove
the module name from bootstrap.conf.
