If the bug is common to all builds of upstream, then reporting upstream
is fine.  But when the problem is localized to just your port, then it
is better to report the bug to your distro.

Cygwin has an strace utility.  I have no idea what gnuwin32 has in the
way of function call tracing - again, something that you are better off
coordinating with the gnuwin32 folks.  Meanwhile, the source is open, so
you are free to recompile it yourself to debug what's going on.
