“the local site.exp file” : it would be useful to mention where that file is to be found, namely /etc/dejagnu/site.exp.

That does not work (with the recovered examples/calc). It seems /usr/share/doc/dejagnu/examples/calc/Makefile.in.gz should be deployed to ~/dejagnu.test/
