I have this feature (newtags2) in my CVS server. Checked it - it
creates a sticky tag on the files with dummy name that you used with
the '-r' switch, e.g. mybranch.root.
People here used this feature for easier merges: cvs up -j
mybranch.root -j mybranch.head
(the latter can be substituted for a plain '-j mybranch').
