The remaining question is if this patch needs to go into cvs 1.11.17.1
(stable branch cvs1-11-x-branch) as well as 1.12.9.1 (feature branch
HEAD).

I am leaning toward putting it in both places as I believe it really is
a bug.

Any other comments?
