I think this should probably be assumed, re my email to bug-gnulib I
CCed you on.

If you don't mind doing this, please submit a patch.

I've defined HAVE_ALLOCA_H & HAVE_ALLOCA in windows-NT/config.h.in and
will commit it shortly.  Let me know if that fixes the problem for
you.  I'll remove the definitions once we have working versions of the
offending modules from GNULIB.
