That indicates that the rename() function is failing with errno set to
ENXIO. Unfortunately, that failure mode is not documented in the
on-line HP C Run-Time Library Reference Manual for OpenVMS Systems.
Since it doesn't always fail exactly the same way, I would guess that
you're running into some kind of a transient system resource shortage.
I suggest asking DEC, I mean Compaq, I mean HP, what's going on.
