I found out the original problem. I put my .ssh into (roughly)
c:\home\Paul Edwards
instead of
c:\cygwin\home\Paul Edwards
Thereafter I started using the HOME and HOMEDIR environment
variables to do what I want, and copy stuff to "etc" etc. I didn't
realise the passwd file was significant.

I use cvs from command line "dos".

Well, I've gone and deleted all my .ssh scattered throughout my
system anyway. :-)
Oh, for anyone watching. CVS hangs going from 1.11.9 to 1.12.2.
