I think you're misinterpreting the term "default branch".  It refers to
the RCS file's default branch as identified by the "branch" keyword in
the admin data.  It's what you get when you do a checkout with no
revision specified -- either the head of the vendor branch (if there is
one) or the head of the trunk.
