CVS / Sparc/Solaris 8 always returns a return code of 1

I was trying to execute the "Ant" cvs task, and it never seemed to
work.

Upon analysis, I determined that cvs was always returning 1, even if
no error is reported.

Having seen a number of discussions about whether a return code of 0
or 1 is appropriate in certain circumstances, I assume I must be
misinterpreting the return code.

Can someone assist me?

I am using cvs 1.11.5.
