The former is caused by the latter, yes.

The latter doesn't affect me personally, as I don't use the head.
Hence I was happy for a kludge for the former, while waiting
(perhaps forever) for a fix for the latter.  I think the latter is
actually a design flaw that people will be very reluctant to
change.  It is my opinion that the proper fix for the latter is for
all imported files to go into the Attic with a dead head.  That
will give some people jitters.

It wasn't until yesterday that I understood that CVS was looking
for dead heads and Attics to be consistent.  I thought Attic was
just an optional waste of time, that should only be handled for old
repositories.  I didn't realise it was a bug for them to not match.
