I downloaded cvs-1.11.5 and tried compiling on a DEC/Compaq/HP Alpha
running OSF1 V4.0F. Below are attempts to compile with gcc and cc, both
fail on sighandle.c. Let me know if I can be of assistance in testing
any fixes. Thanks.

WARNING: `autoconf' is missing on your system. You should only need it if
you modified `configure.in'. You might want to install the
`Autoconf' and `GNU m4' packages. Grab them from any GNU
archive site.
Why did autoheader and autoconf try to run despite running
noautomake.sh? Do we need to sleep one second in between touches? Can
you try inserting sleeps in between the touch commands in noautoconf.sh
and see if that stops these from trying to run?
Could you also send me the contents of your config.log file?
