This sound like it is impossible to do charset conversion at all :-(
but fortunately there are some utilities which do this work.
But doing the charset conversion BY HAND before and after EVERY
cvs operation is ... (I do not know right English word...)
so there is my question: how ask cvs to do this work for me?
I did not say we need to do charset conversion all time,
but I say some time it is necessary...
So we need: set of command line options which turn on or off
the re-encoding feature...
